On Gogartygate, did the Ceann Comhairle fail the house?

With the great entertainment that many are no doubt having with Paul Gogarty’s outburst/profanity in the Dáil chamber today there is another issue which is that the chair it would seem took no action for something that most of the time would lead to a deputy being suspended from the house.
Was this because of the close nature of the vote on the social welfare bill? Did the Ceann Comhairle fail in his duty to defend the house when faced with the possibility that it would have weakened the government’s position in a vote?
